BELOIT CITY COUNCIL MEETING MINUTES

SEPTEMBER 18, 2007

 

The Beloit City Council met in regular session on September 18, 2007 in Council Chambers.  Mayor Phillip Roberts called the meeting to order at 7:00 p.m.  City Council members in attendance were Tom Maxwell, Bill Foreman, Craig Cousland, Pat Struble, Denis Shumate, Raymond Pontow, Susan Concannon and Chad Thompson.  Also present were City Administrator Doug Gerber, City Attorney Harry Gantenbein and Assistant to the City Administrator Stacy Thompson.

 

Department head in attendance was Murray McGee.

 

Councilor Maxwell offered the invocation and the Pledge of Allegiance was recited.

 

Mayor Roberts brought attention to the amended agenda that added a formal action.  Councilor Shumate mentioned his trip to China.

 

City Attorney Harry Gantenbein had no report.

 

City Administrator Gerber welcomed back Councilor Shumate.  He also mentioned the amended agenda.  The Mitchell County Fair Board was requesting another special event license for a Solomon Valley Raceway race since they had to reschedule the last race due to weather.  Gerber had information for the Council attending the upcoming League Meeting.  Gerber mentioned that he met with Janice Bassford who is selling shirts to raise money for the Library.  He introduced Ambria Wendell and Luke Deneke who were in attendance for the Youth Council.  Youth Councilors Wendell, Justin Gengler, and Dillon Stroede are all part of the Homecoming court at St. John’s.  The Youth Council is working to put on a Haunted House for the community.

 

Mayor Roberts asked for comments from the public.  There were none.

 

The Consent Agenda consisted of the minutes of September 4, 2007 City Council meeting, minutes of September 11, 2007 City Council meeting, and Appropriations 9B.  A motion was made by Councilor Maxwell and seconded by Councilor Pontow to approve the Consent Agenda in its entirety.  Roll call vote:  Yeas: Thompson, Foreman, Cousland, Concannon, Struble, Maxwell, Shumate, and Pontow.   Nays: None.

 

The Council received a copy of a generic mutual aid agreement that should establish conditions under which the Fire Department requests and receives mutual aid.  Gerber commented that the agreement is fill in the blank so it can be used in multiple agreements.  A motion was made by Councilor Cousland and seconded by Councilor Concannon to approve the mutual aid agreement.  Motion carried 8-0.

 

The Fair Board requested permission to host a beer garden for the upcoming Solomon Valley Raceway races on September 22.  The Governing Body approved a request from the Fair Board at the August 7 City Council meeting for a beer garden on September 15, but the races were cancelled last week because of inclement weather.  The event will take place from 5:30 p.m. to midnight.  Councilor Pontow made the motion and it was seconded by Councilor Struble.  Motion carried 8-0.

 

A motion was made by Councilor Concannon and seconded by Councilor Maxwell to adjourn the meeting.  Motion carried 8-0.  The meeting ended at 7:10 p.m.

 

The work session began at 7:10 p.m.  Those present were: Mayor Roberts, Councilors Thompson, Shumate, Cousland, Maxwell, Foreman, Concannon, Pontow, and Struble.  Also present was City Administrator Gerber, City Attorney Gantenbein, and Assistant to the City Administrator Thompson.

 

Department head present was McGee.

 

Correspondence and Staff reports included the September Police reports.  Councilor Foreman questioned the destruction order for evidence.  Sergeant Ryan Stocker answered that evidence is kept for four years after the trial is completed in case of appeals.

 

The Council then moved the work session to Sunflower Manufacturing.  The Sunflower staff gave a power point presentation and showed a video of what the company does and some background information.  Sunflower is owned by AGCO which is a world wide company.  Sunflower staff was clear that they plan to stay in Mitchell County and that AGCO has invested some significant money into the current facility.  Sunflower staff then took the Council on a tour of the facility.

 

The work session adjourned at 9:00 p.m.
